Pursuant to Executive Order 11988 (Floodplain Management) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Flood Mitigation Assistance Swift Current funding for an action located in a floodplain. Funding would be provided through the Vermont Emergency Management to the Town of Richmond to acquire and demolish one (1) residential structure.
The action is located on Esplanade in Richmond, Vermont. The project would demolish a private residence. Work would involve the abatement of asbestos, if necessary, removal of impervious surfaces, capping of wells one (1)-foot below grade, crushing of septic systems in place, disconnection of utilities and mulching and seeding of the project area. The parcel would be maintained as open green space in perpetuity.
The project is within a mapped special flood hazard area. Project construction may temporarily adversely affect the floodplain; however, the floodplain functions would be restored at the site in the long-term. Removing the structures would allow the natural and beneficial values of the floodplain to be restored. A map of the area of available upon request.
Alternatives considered and dismissed, include the elevation of the structure above the base flood elevation (BFE), and the “no action” alternative. Demolishing the structure is the most practical alternative as it is most cost effective while reducing flood risk to the property owner and restoring the natural floodplain value of the area. Grant conditions will require compliance with all federal, state and local laws, including coordination with the local floodplain administrator.
